A prosecutor's judgment is not something you can assert. It shows up in what he does with the cases nobody is watching, and in what he does with the ones everybody is. Four from Ryan Mehaffey's desk.
A Spotsylvania school bus attendant sexually assaulted five non-verbal, disabled children on his route, ages four to eight. Ryan’s office asked for a sentence covering the rest of the defendant’s natural life. He got 201 years, with 48 to serve, past the high end of Virginia’s guidelines. Mehaffey credited the bus driver who insisted on reviewing the camera footage, calling her a hero to whom we owe a debt of gratitude.
A man followed two Latino men into a Spotsylvania Sheetz and shot them, later telling a deputy he did it because of where he believed they were from. Ryan presented the evidence himself and asked for the maximum: the defendant, he told the court, had gunned two strangers down in cold blood because of their nationality. The court imposed two life terms plus sixteen years. A separate federal case later added a life sentence.
Reviewing child exploitation cases, Ryan identified a loophole: a defendant could argue that an image was AI-generated and therefore outside Virginia law. He took it to State Senator Tara Durant. SB731 cleared the Senate forty to nothing and the House ninety-seven to nothing, and became law in 2024. Virginia now treats obscene AI-generated images of children as child pornography, whether or not a real child was photographed.
Violent felony cases were competing for attention with everything else on the docket. Ryan’s office won an Operation Ceasefire grant and put it toward a prosecutor assigned to nothing but violent felonies, a position that did not exist in Spotsylvania before and that is funded through the end of 2026. Repeat offenders now face an attorney whose entire caseload is them.

Joseph Alfonza Jackson was sentenced to an active 45 years for aggravated malicious wounding and related offenses in an April 2025 Spotsylvania shooting that left a woman paralyzed before her death. The case was prosecuted by Deputy Commonwealth's Attorney Kelly Green.
The Office of the Commonwealth's Attorney announced that a Spotsylvania jury convicted Danny Allen Hale Sr. of two counts of second-degree murder and firearm counts in the January 2025 shooting deaths of his sister, Kimberly Newcomb, and her partner.
Spotsylvania Commonwealth's Attorney Ryan Mehaffey notified the Sheriff that he will not prosecute Virginia's newly enacted assault weapons and public carry bans, calling them unconstitutional under the Supreme Court's Second Amendment precedents. He was among the first prosecutors in the Commonwealth to take the stand.
